THE PRESIDENCY
NATIONAL HAJJ COMMISSION OF NIGERIA (NAHCON)
APPLICATION FOR 2027 HAJJ LICENCE FOR TRAVEL AGENCIES
The National Hajj Commission of Nigeria (NAHCON) hereby informs all duly registered Travel
Agencies interested in the 2027 Hajj Operation that arrangements for licensing and slot
allocation have commenced. Interested Travel Agencies are therefore invited to apply for
the grant of a 2027 Hajj licence and slot allocation.
- 2. CONDITIONS FOR APPLICATION
- i. Corporate Status: The operating company must be a registered Travel Agency with the Corporate Affairs Commission (CAC).
- ii. Financial Capacity: Provision of a bank guarantee to the tune of N250,000,000 (Two Hundred and Fifty Million Naira) to replace the refundable cash deposit in accordance with the provision of Section 16 (4) of the NAHCON (Establishment) Act, 2006.
- iii. Operational Proof: Applicants must possess valid IATA accreditation, accredited staff, and a track record of successfully handling pilgrimages.
- iv. Regulatory Compliance: Operations must be aligned with Saudi Arabia's Vision 2030 (such as digital integration via the Nusuk platform), and operators must provide confirmed accommodation and transport for pilgrims.
- v. Three years' Tax Clearance from the Nigeria Revenue Services.
- vi. Three years' Audited Accounts.
- vii. Evidence of payment of Three Hundred Thousand Naira (N300,000) application fee (Non-Refundable).
- viii. Evidence of Hajj slot utilisation for the last three years.
- ix. Evidence of filing of Annual Returns with the Corporate Affairs Commission (CAC).
- x. A reference letter from a licensed Nigerian Commercial Bank confirming the Company's account standing and creditworthiness.
- xi. Court Affidavit of the Company's Directors.
- 3. ALL APPLICANTS ARE REQUIRED TO UPDATE THEIR RECORDS WITH THE COMMISSION, IF THERE IS ANY CHANGE(S), VIZ:
- i. Certified True Copy of Status Report of the CAC;
- ii. Status Report/Memorandum and Articles of Association and Office Address;
- iii. Current Curriculum Vitae of the Company's staff to be responsible for Hajj matters/administration.
- 4. MODE OF APPLICATION AND CLOSING DATE
- i. All applications should be completed online through
stos.nigeriahajjcom.gov.ng.
Guidelines are provided for ease of registration.
- ii. To begin the application process, click “New Registration” at the above link.
- iii. All applications, along with the relevant attachments, should be submitted NOT later than 7th August, 2026.
- 5. ALL APPLICANTS SHOULD NOTE THAT:
- i. All applications would be subjected to further scrutiny by the Commission and other relevant Government Agencies, where necessary;
- ii. Allocation is subject to the availability of slots and the company's previous performance;
- iii. Only applications from companies not indebted to the Commission or any Saudi Arabian/Nigerian Agencies, either on Umrah or Hajj, will be processed;
- iv. An application from a company that has an unresolved complaint(s) against it or any of its Directors with the Commission will not be processed;
- v. All remittances to the Commission's account must be from the company's corporate account. Any payment outside this will not be accommodated;
- vi. Any Travel Agent that has a genuine challenge with any airline should immediately notify the Commission for possible intervention. Failure to do so, where the pilgrim(s) suffer a loss or as a result do not perform Hajj, will result in the company being held liable;
- vii. Any applicant that has passenger(s) who have violated Saudi Arabian Immigration Law by refusing to exit the country after Hajj or Umrah operations, and could not render a proper account of the absconded pilgrims, would be sanctioned;
- viii. Applicants may be requested to submit a hard copy of the completed online form, where necessary;
- ix. Each applicant must comply with the contents of the Application Form and Guidelines;
- x. The Commission shall not be liable to any applicant for any loss or inconvenience incurred in connection with the application process.
